CNUSD's vision is to provide equitable access to comprehensive arts education for all students, recognizing the arts as vital for a well-rounded education that fosters social and emotional growth, cultural awareness, creativity, and lifelong engagement.

The district culture embraces arts as an integral part of the TK-12 curriculum, empowering students to express creativity, enhance critical thinking, and develop cultural understanding. The plan ensures all students receive instruction in music, visual arts, theatre, and dance from credentialed teachers, supported by adequate resources, facilities, and industry-standard equipment. Continuous professional development for arts educators and the vertical alignment of arts programs across grade levels are emphasized to maintain consistency and rigor.

The VAPA plan focuses on five key areas: comprehensive arts curriculum, facilities and equipment, leadership and personnel, professional learning, and community engagement. The comprehensive arts curriculum aims to align TK-12 arts education curricula both vertically and horizontally and to ensure all five arts disciplines are equitably offered at each campus. Facilities and equipment goals include providing dedicated arts facilities with industry-standard equipment at all sites and conducting ongoing evaluation and maintenance of these facilities and equipment.

Leadership and personnel goals focus on recruiting highly qualified VAPA educators, retaining motivated and excellent teachers, and expanding district-level leadership and support staff for the arts. The professional learning goals are to foster collaboration among VAPA educators, offer comprehensive professional learning opportunities, and provide access to professional learning tailored to specific learner populations. Community engagement goals include showcasing students' learning outcomes in the arts and appointing a VAPA community liaison at each school to coordinate community involvement.

The staffing plan details hiring additional teachers for visual arts, theatre, music, dance, and band at the elementary level, with specific staffing plans for intermediate and high school levels to ensure access to arts education at all levels. CNUSD emphasizes solid hiring processes, maintaining equality in hiring, and ensuring a broad pool of applicants to secure the best talent. This strategic plan reflects CNUSD's commitment to integrating arts into education, ensuring comprehensive access, and fostering a community that values and supports the arts.

During the 2023/24 school year, the District engaged with educational partners to develop the comprehensive plan to begin with the 2024/25 school year.
