Corona-Norco Unified School District (CNUSD) has strategically utilized Proposition 28 funds to expand and strengthen art education, ensuring that all students receive equitable access to high-quality, well-rounded education. With this funding, the district has transformed both elementary and secondary programs, and invested in teacher growth and infrastructure.
At the elementary level, what was once a limited program serving only 4th–6th grade students, has been expanded into a comprehensive TK–6 arts program. Now, every student, including those in special education, receives instruction in dance, visual arts, theatre, and music, with optional band opportunities in 5th and 6th grade. This expansion ensures students build creativity and critical thinking skills from their earliest years.
At the secondary level, Prop 28 has allowed CNUSD to expand programs across multiple sites. At Norco High School, a theatre teacher was hired for the first time in 15 years, reviving a program that had long been absent. At Norco Intermediate, the district added its first ceramics class, with the same teacher also supporting art at Norco High. Choir and theatre offerings were expanded at the intermediate level, giving younger students more opportunities in the performing arts. At Corona High School, performing arts teachers were freed from teaching ELD courses, allowing them to dedicate their instruction fully to the arts. These changes broaden access to theatre, ceramics, art, music, choir, and band throughout the district.
Beyond the classroom, Prop 28 has funded student field trips, competitions, and trainings, creating meaningful opportunities for students to apply their learning and showcase their talents. The district has also invested in professional development for arts educators, ensuring teachers remain current with best practices and innovative strategies.
Prop 28 has allowed the district to ensure that the arts are not optional extras, but essential experiences that inspire, challenge, and empower all students.
